Following is result of further discussions with
Hsu Mo.

Expropriation. See paragraph 5 of my telegram above referred to. Add words "of present treaty" after the words "article blank and article blank." They do not want reciprocal clause which is accordingly dropped.
3. Arbitration. See paragraph 6 of my telegram
above referred to. Hsu Mo made various suggestions
about final reciprocal paragraph but I refused to discuss it and question of accepting it or dropping it altogether
is left for Minister for Foreign Affairs to decide in discussion with His Majesty's Minister,
4. Shipping. See paragraph 9 of my telegram
above referred to. Hsu Mo desired to insert words
"laws and" before "regulations" in the first sentence (I had refused this in our previous discussions). He
also made a reservation about penultimate sentence
which he said was still under consideration (I gather that they fear some hidden implication concerning
cabotage
